I'm a certified Topcon repair technician - 25 years experience with survey instruments from all of the major manufacturers. The chinese-made RL-H4C is in my opinion, the best medium-priced rotary laser out there. The former Topcon models like the RL-H3A, B and C didn't hold up well and would soon become intermittent and unreliable due to failure of the encoders and compensators. The new RL-H4C is a solid, simple laser with a great track record of accuracy and stablility since its release a few years ago. Detector is also good quality. Highly recommended, shop around for price. As with any surveying instrument, it's only as accurate as its calibration.
